1.       Background:

M’lup Russey is recruiting an External Evaluation Consultant to use Outcome Harvesting tools to consult with representatives of all 5 Boundary Partners about the real impact of M’lup Russey 2019-2021, and potential changes that could be made to improve its programming and approaches; to draft a report and recommendations including evidence and case studies; and to ensure that the process and evidence is properly documented.

2.       Minimum Qualifications of the External Evaluation Consultant

M’lup Russey is open to recruiting one individual to undertake the whole ToR, or recruiting an External Evaluation Consultancy Team which is able to work together to undertake the different areas of expertise needed within the ToR.

Education:                A Master’s degree in Social Research, Monitoring and Evaluation or a related field
Experience:

 

–      Proven experience, knowledge and skills in working in the field of monitoring and evaluation, or social research

–      Experience in Outcome Mapping

–      Proven experience in the use of higher participatory methods and approaches, with children, vulnerable people and all genders

–      Understanding of child protection, alternative care, deinstitutionalization, residential care institutions, community and family-based care, reintegration and best practice guidance

–      Experience of the Cambodian context essential

–      Experience in conducting evaluations

Competencies: –      Able to relate to people at all levels, including National and Sub-national authorities and children

–      Strong interpersonal skills

–      Willingness to travel and stay on the field

–      Knowledge of child protection, child participation and gender mainstreaming

–      Solid understanding about the Cambodian context, current child welfare policies, practices and structures

–      Excellent analytical skills

–      Ability to be patient and flexible

Language Requirement: –      Fluency in written and spoken Khmer essential

–      Proven fluency in spoken and written English

–      Excellent report writing skills in English

Other Requirements (if any): –      Willingness to learn new methods of evaluating programmes essential and build own capacity
