Emergency Foster Families Care

M’lup Russey’s emergency short term foster care model was started in 2012. Potential families who could open their hearts and homes to welcome children and youth in crisis were recruited from local communities, Churches and network meetings. The recruitment process was rigorous, involving application review, assessment by Social Workers and registration with local authorities.

M’lup Russey now has a number of families who can receive up to 6 children into their home for up to three months, providing a family-based alternative to residential care in emergency situations. Foster families are provided with training and counseling, and are paid a small retainer in order to keep placements open for whenever they are needed. Children entering foster care are assigned a well-trained social worker, who follows best practices in case management to reunite the child with their biological families, or, where necessary, with a long term Cambodian foster family.

This model is administered in collaboration with four other partner organisations: Children in Families, Mother’s Heart, First Step and Prison Fellowship. We work together to provide a short term family-based solution to children and young people in a wide range of difficult circumstances, including children and young people leaving orphanages, children with disabilities, abandoned children, boys and girls leaving abusive situations, girls and young women with crisis pregnancies and children of incarcerated parents.

Welcome Packs

Welcome Packs are provided to children and young people when they leave an orphanage. It includes everything they will need for basic, everyday living, such as a mat, pillow, blanket, hammock, torch, soap, shampoo and comb, among other necessities. During their stay with the emergency short term foster families, we also support the children and young people with the materials and food they will need during their stay.

Children and youth leaving orphanages in an emergency situation are also provided with food packages, medical check-ups, and, if needed, school uniform and materials. M’lup Russey partners with professional therapists from the Ragamuffin Project and Indigo to provide careleavers with counseling services.

Case Management

The Family Reunification programme reunifies children and young people who have left an orphanage with their birth parents or biological relatives. It is a collaboration between the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), the District and Provincial Social Affairs offices, CCWC, local authorities and NGO partners to ensure the placement sustainability, safety and schooling of the reunified children and young people. We undertake professional supervision, join case conferences and work according to agreed policies and protocols.
